Gives a brief history of the Luton Carnival and explains the start of the carnival. There is a brief explanation and film of the Trinidad carnival. Steel plan players are shown. Costume creation is discussed and shown. The proposal for a Centre for Carnival Arts to provide a proper building to develop the carnival is welcomed. The cultural diversity of the modern Luton Carnival is discussed.
